| Throughout our history, America has many economic crisis. There is always more then one answer on how to come out of it. Ronald Reagan came into office facing the same economic downturn as we are now seeing. He charged his staff to find him answers so he could stop it. Member of the White House staff, David Gergen and Richard Wirthlin, came back with a plan that assume that the citizens of this country had to have Reagan's plan laid out for them, that once the people understood what it could achieve, they would demand Congress enact it. The White House staff understood that time could not be wasted, but the wrong plan could send the economy in a downward spiral that would be hard to stop, and at that point Congress would start coming up with ill-conceived and little thought out bail out plans. Arthur B. Laffer, who also worked in the Reagan White House, is providing a special introduction putting the Initial Action Project in perspective. |
