The paradigm of mass production has been replaced by radically new forms of organizing industrial production. The world's map of industrial growth and competitiveness has been dramatically altered by these developments: managerial practices have been overturned in many places; the institutional arrangements between unions and firms have given way; and a series of concentrated new industrial core regions of the world centers of flexible, learning-based production have arisen.
