The new internal control requirements go into effect in fiscal year 2006. Effective in 2004, as a result of the passage of the Sarbanes-Oxley Act of 2002, all public companies are required to submit to the SEC an annual assessment of the effectiveness of their internal control. Federal government agencies have not been required to comply with SOX, but there has been a re-examination of the existing internal control requirements in light of SOX, and OMB (Office of Management & Budgeting)áhas recently updated Circular A-123. It defines management?s responsibility for internal control in Federal agencies.á The implementation of these requirements may prove to be difficult and costly.á Agencies and their auditors will need to comply annually with these requirements, and guidance is needed if both groups are to meet their responsibilities in an efficient manner.á |
