Hundreds of millions of tenants live in Third World cities; in many cities they constitute the majority of households. Despite their numerical importance, we remain ignorant of who this large mass of people is and of the conditions in which they live. We are even more ignorant about those who provide rental accommodation, even if we have inherited strong prejudices about the characteristics of the typical landlord. This book attempts to summarise what we know about rental housing in Latin America, and compares this with other areas in the developing world. It uses survey data and in-depth interviews to compile a detailed picture of landlords and of tenants in Mexico. The authors explore why landlords invest and sometimes fail to invest, in rental housing. They also examine why tenants live in rental housing and under what circumstances they move into peripheral self-help ownership. They look at the relations between landlord and tenants and how the state intervenes in that relationship. Landlord and Tenant also reviews Mexican housing policy, with its clear bias towards increasing home ownership, and explores ways of improving the quality and increasing the stock of rental accommodation.
