This volume examines the progress of Sub-Saharan African countries in advancing science and technology through structural adjustment programs. John Enos examines the pursuit of science and technology before and after structural adjustment programs are implemendted in Ghana, Kenya, Tanzania and Uganda. Examination is focused on the efficiency of research and development, the trasferability of sicentific and technical resources between activities, and the directions in which advances are channeled. The institutions engaged in providing resources are identified as well as the rates at which resources are allocated. Finally, Enos looks at who makes the decisions governing how much resources are devoted to science and technology and with what objectives.
