They are hunted by the US government which is dominated by environmentalists who oppose much modern technology. They are helped by members of an underground science fiction fan organization who have retained some of the discouraged technical skills. This book can be seen as cops and robbers on a road trip and/or criticism of environmentalist excess. Three great authors contribute to the story. This is an Enhanced Letter Format (ELF) book.
