This study addresses impediments to the effective acquisition and interpretation of intelligence information and assesses the propensity of certain political and military leaders to selectively process intelligence in order to initiate premature and unwarranted military intervention. A review of examples of information processing failures associated with governmental decision-making was conducted. Specific factors that contribute to dysfunctional decision-making and intelligence analysis were identified. An experimental analysis of these factors was then performed. U.S. military officers' propensities to institute premature punitive measures based on minimal, ambiguous information as well as to acquiesce to erroneous authoritative demands were assessed. Officers' unwillingness to incorporate new, unexpected, contradictory, yet apparently valid intelligence information into their deliberations was also assessed. About the Author With some 30 years of service, Dr. Bordin has been a member of several components of the U.S. military, including the Army, Air Force, Air National Guard and Coast Guard Reserve. He is a combat veteran of Operation Enduring Freedom, where he served as a Civil Affairs strategic planner and as a law enforcement advisor and embedded trainer to the Afghanistan National Police. He has also conducted human rights and war crime investigations in ten combat zones. He currently works for Los Angeles County's Department of Mental Health as an organizational research psychologist. He took his Ph.D. from Claremont Graduate University in 1992. This publication is from his doctoral dissertation.
